- Canopy restriction: Up to 15,000 sq. ft. indoors or one acre outdoors.
- Dispensary limit: Up to three retail locations (max one per city, three per county).
- Cap: Capped — limited licenses via lottery.
Cannabis Cultivator License (Standard)
- Operations: Commercial-scale cultivation and packaging for wholesale to other licensed businesses. No retail or manufacturing rights.
- Canopy restriction:
- Indoor: Up to 30,000 sq. ft. of flowering canopy
- Outdoor: Up to two acres of mature, flowering plants
- Dispensary limit: None (not vertically integrated)
- Cap: Capped — limited licenses via lottery
Cannabis Manufacturer License
- Operations: Processes cannabis into products (edibles, concentrates, topicals), packages them, and sells wholesale to licensed businesses. No cultivation or retail rights.
- Dispensary limit: None
- Cap: Capped — limited licenses via lottery
Cannabis Retailer License
- Operations: Purchases cannabis products and seedlings from licensed businesses and sells directly to consumers age 21+. No cultivation or manufacturing rights.
- Dispensary limit: Up to five retail locations (max one per city, three per county).
- Cap: Capped — licenses awarded via lottery
